Urban Research and Planning Proprietary Limited (URaP) is an Australian owned company and was established in 1994, and registered as a Proprietary Limited company in 1997. URaP has been trading as URaP International since 2013.

URaP International is based in Sydney, Australia with representations across Asia including Japan, India and Indonesia.

  • Travel demand management planning; and Disaster resilience in Ishinomaki, Japan

  • Scoping an infrastructure and financing centre for Indonesia

  • ERIA institutional readiness for infrastructure PPP (Malaysia, Myanmar, Cambodia, Laos)

Dr Kam Tara
Director

Dr Tara is an enthusiastic and harmonising leader, encouraging clear project understandings, partnering collaboratively, communicating effectively and delivering value with quality.

He has a multitude of experience in working for private consultants and government bodies both in Australia and overseas.

Dr Tara is the author of over 150 technical studies – most of which have been subject to public exhibition or technical review.

Dr Masaki Arioka
Director (Non-Executive)

Dr Arioka has extensive experience of the Japanese construction industry and is a leading educator in Japan in the field of construction management and financing.

He has been contributing a paradigm shift of construction markets through Government Committees and other societies for Private Finance Initiative in Japan.

Dr Arioka has been responsible for numerous feasibility and Public-Private-Partnership projects in Australia and Japan.

Prof. John Black
Independent Advisor

Prof Black is an experienced independent reviewer of numerous government and academic projects. He has supervised over 110 research works across the world in the broad fields of sustainable development, land use, transport interaction, investment and transport planning across the economic, social, health and environmental aspects.

Prof Black is known internationally for his transport research, contributions to steering committees and working groups. His impressive record of publications and peer-reviews for top international journals is well respected.
